Turn the sample into a versioned packing specification

Agree those checks separately from a product quality inspection; a correct bag and insert do not establish that every product meets its manufacturing specification.

Check protection and shipping labels together

Keep the approved packing version connected to that record.
Allocate packaging stock to the merchant and location
Treat branded bags, cartons and inserts as identifiable consumables. Record the owner, supplier receipt, version, quantity and storage location. Ask how consumption and damaged materials will be reported. Reserve materials for the agreed order or launch batch, and decide who may approve a substitute when the specified material is unavailable.
For both Chinese and US work, confirm which location actually holds the approved version and the products it fits. Do not assume that a sample received at one location is available at the other. If packaging moves with a replenishment shipment, include it in the receiving brief and keep its quantity separate from saleable product stock.
Test packing at each participating location
Give the actual packing team the approved specification and a sample order. Compare product identity, component quantity, packing sequence, insert, closure and final parcel measurements. Keep the agreed photos and record who authorised release. Run an additional sample when a material, artwork file or order composition changes enough to affect the result.
