Study China US handover times with clearly defined event records

Separate event occurrence, recording and receipt times before studying handover intervals or comparing operating records.

Start with the event the team needs to understand

A cross-border handover study needs a named action, object and location before it needs a duration. A carton arriving at a receiving area, a parcel leaving a warehouse and stock becoming available for picking answer different questions. Choose the question with the participating teams and write an observation rule that a second reviewer could apply to the same evidence.

Keep the review practical: select one handover, an agreed operating window and a limited set of references. An industry workshop can compare how organizations describe that handover, then identify which differences affect interpretation. A university study can extend the work to evaluate record completeness. Both require agreed access to the relevant operating evidence.

Keep occurrence and recording times in separate fields

GS1’s EPCIS guideline distinguishes the time an event happened, its local time-zone offset and the time it was recorded in an EPCIS repository. The standard’s event fields preserve that distinction. These are useful concepts for a discussion worksheet; using similar field names does not establish an EPCIS implementation.

Our proposed worksheet separately records when the receiving party obtained the update. That time can differ from repository recording. Retain the original timestamp and its explicit UTC offset, then derive a normalized instant for comparison. Use the offset at the event date, rather than applying today’s offset to historical events. Mark a timestamp with no usable offset as unresolved.

Agree a status mapping before subtracting timestamps

The GS1 Core Business Vocabulary gives business steps defined meanings. Its shipping step can summarize staging, loading and departure when finer detail is unavailable. A company’s everyday word shipped may therefore be insufficient to identify one physical checkpoint. Preserve the source term and agree which observation it represents in this particular study.

Create a mapping entry for each source system and original status, with its object level, physical meaning, evidence requirement and approved study term. Keep arrival, quantity confirmation and release to sellable stock distinct where the operation records them separately. Map postal events using the actual carrier guidance. A warehouse statement should not silently become carrier acceptance.

Connect identifiers at the level actually observed

Record whether an observation covers an item, carton, pallet, parcel or transport batch. Link those objects through an explicit relationship table when packing or splitting changes the unit. A receipt for one pallet does not establish a timestamp for the individual processing of every parcel inside it. Show the level of evidence beside the result.

Retain a source event reference, the party reporting it, the evidence reference and any correction relationship. An identical update arriving twice should remain traceable without becoming two physical events. A later correction should preserve the earlier observation and identify the revised interpretation. The worksheet is a review record; operational systems retain their own authorized correction workflows.

Explain a delay with the appropriate pair of times

Consider an invented classroom example. A receipt occurs at 2026-10-08T09:00:00Z, is recorded at 09:25Z and reaches a partner at 09:40Z. The observed occurrence-to-record interval is 25 minutes. The occurrence-to-partner interval is 40 minutes. Neither is the physical processing duration, because the example supplies no processing start and finish events.

Keep missing, inverted and incompatible intervals in the exception list. Do not convert an absent timestamp to zero or attribute every reporting gap to the warehouse. Ask whether the clocks were synchronized, the source was manually entered and the update represents an estimate. Resolve those questions before comparing parties or assigning an explanation.

Review record quality alongside the operating question

Report how many eligible objects have both required events, how many remain unresolved and which mappings need confirmation. Review complete records within comparable object and process groups. Record quality and operational speed should have separate measures so an improvement in data availability does not appear as faster physical work.
