China–US trade updates: what to check before changing your shipping plan

For a US business buying from Chinese suppliers, a trade headline is a reason to review the shipment file. Start with the official notice, the products it covers and the date on which its treatment applies. Keep proposals, published rules and effective measures in separate entries.
As checked on October 9, 2026, USTR lists the initiation of a second four-year review of the China Section 301 actions dated May 6, 2026. A review is not itself a new duty rate. The White House September 27 product-list announcement says reduced tariff treatment will be considered through the respective domestic processes. That announcement alone does not establish a reduced rate for your shipment.

Review the actual product and entry
Ask the importer and customs broker to review the product description, materials, use, value, origin and proposed HTS classification against the current schedule and applicable notices. There is no single China tariff percentage that can reliably price every SKU. USITC explains that additional duties may apply and that its classification guidance does not establish a binding final duty assessment.
Record the dates and events relevant to the specific measure with your broker. A supplier dispatch date, vessel departure, warehouse arrival and customs entry are different events; use the event required by the applicable rule.
Turn geopolitical uncertainty into operating decisions
Our operating recommendation is to compare options using the same SKU quantities, US destinations and demand period. Consider supplier readiness, China storage, international transport, US receiving and the time stock becomes available for orders. Show the cash committed and unresolved costs beside each option.
A US warehouse can support local fulfillment, while China storage can support staged releases. Neither arrangement guarantees a tariff reduction. Set a release instruction with the responsible team and retain an alternative replenishment plan when a quoted route or cost changes.
Keep a dated decision record
Keep the official source, policy status, affected products, relevant effective date, broker conclusion and quote revision together.
