Returning US stock to a Chinese supplier: prepare the release records first
Link stock, original trade records, supplier acceptance and both customs plans before approving a commercial US-to-China return.

A commercial supplier return begins with an agreement about identified stock. Record the goods owner, supplier, purchase order, return reason and proposed outcome: credit, replacement, repair or another agreed arrangement. Obtain written supplier acceptance for the specified SKUs and quantities. Confirm who can authorise warehouse release and any change to the plan. Stock held at a US warehouse may belong to a different legal entity from the party arranging transport, so identify those roles explicitly.
Keep this movement separate from a consumer refund request or a carrier returning an undeliverable parcel. A customer return arriving at US partner warehouse may need receiving and condition checks before the stock owner proposes a later supplier return. Give the commercial movement its own reference and link the earlier records. The supplier agreement should state the receiving party, goods accepted, required condition, commercial settlement and unresolved questions. It establishes an instruction to review; customs and transport acceptance require their own checks.
Reconstruct the original shipment and the stock now held
Prepare a line-by-line stock schedule with SKU, description, variant, batch or serial reference where relevant, quantity, condition and physical location. Link each line to the original purchase invoice, Chinese export record, US import record and available transport references. Record the original export and import dates, declaring parties and document versions. If goods from several receipts have been mixed, identify what can actually be matched. Do not imply that one available invoice proves the history of every unit.
Record changes since arrival: repacking, component removal, assembly, use, inspection or repair. These observations matter when the Chinese declarant evaluates a proposed return procedure. For a partial return, show the original quantity, units proposed for return and units remaining in the US. Preserve photos or inspection reports within the agreed scope. Leave a missing declaration reference marked unresolved and ask the original responsible party for it. A reconstructed record is more useful than assigning an unverified reference to complete a form.
Confirm the US export filing with the responsible parties
Identify the US export location, goods owner, principal parties and authorised filing agent for the proposed commercial return. Give the responsible team the product descriptions, quantities, reviewed values, original trade references and transport plan. Ask them to confirm the classification, any licence requirement and the applicable export filing or exemption for the actual movement. A supplier agreement about credit or replacement does not determine those requirements.
The US International Trade Administration explains that Electronic Export Information is filed in the Automated Export System. The filer is responsible for providing the appropriate filing proof, exclusion or exemption citation to the carrier. Have the responsible filer assess the goods and retain the applicable evidence with the return reference. Keep the warehouse release, carrier handover, export filing evidence and supplier receipt as separate milestones. Confirm the instructions before dispatch rather than treating a warehouse receipt as proof that export requirements have been satisfied.
Confirm Chinese receipt and the applicable import treatment
Obtain the actual Chinese receiving company's details, address, contact and written acceptance before booking. Ask who will declare the import, supply the original Chinese export records, answer Customs questions and pay the agreed charges. The factory receiving the cartons and the original exporting entity may be different parties. Resolve that difference with the Chinese declaration team. Keep supplier acceptance, import preparation and final physical receipt as separate records under the same return reference.
Customs Decree 272, published 28 October 2024 and effective 1 December 2024, sets conditional treatment in Article 49 for goods originally exported from China returning unchanged for quality, specification or force-majeure reasons, normally within one year of the original Chinese export release. Documents and Customs confirmation are required. Have the Chinese declarant assess the actual facts, timing and conditions before using that treatment. Unsold stock, changed goods or another reason needs its own reviewed basis; describing a shipment as a return does not establish tax relief.
Quote the full movement against the finished package plan
Give the transport team the final package count, contents, maximum outer dimensions, gross weight, stackability and any goods-specific handling information. Confirm the work permitted at the US warehouse, including repacking, labels and retained evidence. Identify batteries, liquids or damaged goods for the booked service's acceptance review. Preserve batch and serial links through repacking so the Chinese receiving team can connect the arriving contents to the approved stock schedule.
Compare quotations for the same collection point and Chinese receiving scope. Separate US handling, export preparation, main transport, destination handling, import arrangements and final delivery. Record included activities, minimums, quote validity and the paying party for each agreed charge. Keep tax assumptions separately reviewed by the relevant declarant. Ask who approves extra storage, examination, redelivery or a revised destination if a problem occurs. A supplier promising a credit does not explain who pays for all those activities.
Approve release and reconcile the result at both ends
Assemble one release pack: supplier acceptance, stock schedule, original trade references, reviewed declaration instructions, finished packing list, quote and approval. Identify outstanding items and the person responsible for resolving them. Authorise the specific quantity and version once the required arrangements are confirmed. Record warehouse release, carrier handover, export evidence, Chinese clearance and supplier receipt as separate milestones. If the goods or address change, obtain the relevant revised approvals before proceeding.
For an exception, retain the affected package references, last confirmed location, reported reason, available options and decision contact. On receipt, compare the supplier's quantity and condition record with the dispatch schedule. Track any credit, replacement or repair outcome separately from delivery.
